Board of Supervisors       

    The Board of Supervisors is elected to set policies, establish goals and projects and approve all major expenditures. The Board consists of five members who each serve staggered three-year terms. Board members are all volunteers. 

Board Chair:

Gary Ruggles Jr. - Jackson Township 

Gary and his family live on Blott Road in Jackson Township where they farm 400 acres raising corn, soybeans and alfalfa in conjunction with their 75 head dairy herd. No-till, grassed waterways and tile drainage are among the conservation practices used on the farm. Woodlot management and manure nutrient management are also important components of the operation. Gary is a member of the Mahoning County Farm Bureau and a director for the Area II Ohio Federation SWCD. 

Vice Chair:

Harold Campbell - Milton Township

Harold taught vocational agriculture for 35 years, now is a full time farmer. He is an avid farmer and well respected in the community. He currently has 75 Angus crossbred beef brood cows and a small feelot where he feeds out all of his calves. He also utilizes best management practices by installing several sod waterways, tile drains, livestock water facilities, green strips, and fenced off all the creeks.

Secretary:

Joseph Toporcer Sr. - Ellsworth Township 

Joe and his daughter reside in Ellsworth Township. Joe has been employed with Agland CO-Op Inc. for 34 years and is currently the Safety Administrator. He also has been a 4-H advisor for 25 years with Mahoning County Market Livestock Committee, a member of the Mahoning County Farm Bureau, and serves on the Animal Advisory Committee with the Mill Creek Metro Parks Educational Farn in Canfield. 

Fiscal Agent:

Chad Less- Green Township 

Chad, his wife Julie and children Delaney, Sidney and Cassidy reside in Green Township. Chad is owner of Less Contracting where he practices conservation by installing retention ponds, grassed waterways and constructing wetlands. Chad served in the USNC from 1997-1999, is a member of the Greenford Ruritan, Locust Grove Church, OLICA (Ohio Land Improvement Contractors Assoc) and the Mahoning Valley HBA. Chad also grew up working on the family farm - Less and Less Farm. 

Member:

Jeffrey Wisler- Green Township 

Jeff and his family live in Salem on Garfield Road in Green Township, he has been a resident of Mahoning County for 47 years, raised on a farm helping his grandfather and father. Jeff currently has a landscaping and excavating business. 

Associates: 

Richard Scarsella - Boardman Township 

Richard, his wife Attorney Debra Mettee and daughter Natalie Marie reside in Boardman. He is President of the William Holmes McGuffey Historical Society, an Idora Park preservationist, a columnist for area newspapers, and educator with Youngstown City Schools, and auther of Memories and Melancholy: Reflection on the Mahoning Valley and Youngstown. In 2005, Richard was elected to the Governing Board of the Mahoning County Career and Technical Center and in 2008 was than elected President of MCCTC. He also serves on the Governing Board of Mahoning County Education Center. Richard believes his varied background in education, administration, and business will allow him to successfully promote and advocate Mahoning SWCD objectives. Richard was approved as Associate Supervisor in Jan 2008.

Hugh Earnhart - Poland Township 

Mr Hugh Earnhart joined as an Associate Supervisor in April 2008. Mr. Earnhart is a retired professor of history 1963-1997 and former Assistant Dean at Youngstown State University. He currently is a member of OSU Master Gardner's and OSU Certified Naturalists. He travels the state as a judge for flower and vegetable shows. Additionally Mr. Earnhart is a retired Columbiana County cattleman and farmer. 

Donald Cutrer - Canfield Township

Donald received his Bachelors of Science in Applied Science in Civil Engineering from Youngstown State University. He is currently the Vice-President of GreenLEEF Development. He is also assigned to the Youngstown Air Reserve Base, 910th Airlift Wing. He is assigned to the 757th Airlift Wing, as C-130 Cheif Loadmaster since 1984 and has served our country in Desert Storm, Desert Shield, Bosnia-Herzegovina/Sarajevo, Panama, Operation Enduring Freedom, and Iraqi Freedom. He has worked for the PA Turnpike as an Inspection Engineer and currently is an engineer with GreenLEEF Development were fome of his responsibilities are to ensure the compliance with state and federal laws for sediment control, working hand in hand with the contractors on storm water pollution prevention plans.
